A martingale sits loose until the dog pulls back, at which point the chain section draws the leather closed to a preset limit and no further. That is the whole mechanism, and it is why greyhounds, whippets and any narrow-headed dog wear them. It tightens enough to stop the collar passing over the ears and stops well short of a choke.
